CPSC + CBP Joint Rule: Starting July 8, 2026, eFiling is MANDATORY for all CPSC-regulated products before U.S. import. Non-compliance (no filing or incorrect data) will lead to detention, forced return, or fines.

In simple terms:
Before: Paper/PDF certificates were kept “on hand” and only provided if U.S. Customs conducted an inspection.
Now (starting July 8, 2026): Compliance data must be uploaded to the CBP ACE system before goods arrive at the port. Customs clearance is automatically verified against the system.
No eFiling → No customs clearance → Cargo will be directly detained.
