For traders planning to ship goods from China to the Southeast African market, Mozambique is becoming an increasingly important destination. As a key maritime gateway to Southeast Africa, Mozambique boasts multiple natural deep-water ports including Maputo, Beira, and Nacala, serving as a critical logistics hub for landlocked countries such as Zimbabwe, Zambia, and Malawi. China has remained a significant trading partner of Mozambique for many consecutive years. This article provides a comprehensive analysis of shipping route options, customs clearance and certification requirements, and key considerations for transporting goods from China to Mozambique, helping you mitigate risks and choose the optimal logistics solution.
Mozambique has three primary ports. Choosing the right port directly impacts shipping costs and transit times:
| Port | Location | Coverage Area | Suitable Cargo Types |
|---|---|---|---|
| Maputo | South, capital region | Southern Mozambique, South Africa, Zimbabwe | High-value goods, consumer goods, building materials |
| Beira | Central, Indian Ocean coast | Central economic zone, Zimbabwe, Zambia, Malawi | Construction machinery, breakbulk cargo, project materials |
| Nacala | North | Northern cities, Malawi hinterland | Bulk commodities, northern mining supplies |
Rule of thumb: Choose a direct route to Maputo for cargo destined to the southern region; for inland provinces such as Tete, transshipment via Beira Port with overland transport is often more cost-effective than a direct route to Maputo.
Maputo Port is Mozambique’s largest port and one of the largest in East Africa, with over 20 berths, a maximum depth of 12.8 meters, and shore cranes with a maximum lifting capacity of 60 tons (heavy-lift cranes up to 80 tons). Beira Port was named the most efficient port in Southern Africa in 2024 and features a transit zone connected by rail to landlocked countries including Zimbabwe, Zambia, and Malawi.
1. Full Container Load (FCL)
Suitable for shippers with cargo volume exceeding 18 cubic meters. A 20GP container can hold approximately 28 cubic meters, while a 40HQ can hold approximately 68 cubic meters. FCL advantages include reduced risk of cargo damage, simpler customs clearance procedures, and avoidance of LCL deconsolidation fees.
2. Less than Container Load (LCL)
Suitable for small and medium-sized shippers with cargo volume under 18 cubic meters. Multiple shippers’ cargo is consolidated into one container for transport, offering lower costs. However, be aware that LCL shipments incur various destination charges (deconsolidation fees, warehousing fees, etc.)—always confirm all cost breakdowns with your logistics provider in advance.
3. Breakbulk / Project Cargo Shipping
For large equipment, steel products, and project materials that cannot be loaded into standard containers, breakbulk vessels are available. Regular sailings are maintained at approximately 1-2 voyages per month, with Tianjin and Shanghai serving as core loading ports in China, and flexible additional calls at Jingtang, Bayuquan, Lianyungang, and other ports as needed.
For urgent shipments, high-value electronics, or spare parts, air freight is an alternative. Flights from Beijing/Shanghai to Maputo take approximately 26-49 hours of flight time plus layovers, with total delivery in about 2-3 days. However, air freight costs are 10-20 times higher than sea freight, making it suitable only for emergency samples and critical spare parts.
Mozambique has mandatory certification requirements for customs clearance. These must be arranged well in advance; failure to do so may result in cargo detention or heavy fines.
ECTN/BESC Electronic Cargo Tracking Note (Mandatory)
According to Mozambican law, effective November 1, 2013, all shipments destined for Mozambique must obtain an ECTN (Electronic Cargo Tracking Note, also known as BESC). This is a mandatory requirement—without this document, customs clearance cannot be completed.
Shipping lines typically require the shipper to provide the ECTN/BESC reference number; some carriers even require this number to be displayed on the Bill of Lading before issuing the original document.
Core Customs Clearance Document Checklist
| Document Type | Description |
|---|---|
| Commercial Invoice | Must include buyer/seller information, detailed cargo description (product name, material, application, brand), unit price, and total value (USD recommended) |
| Packing List | Must include quantity, gross weight, net weight, carton dimensions, and packaging method |
| Bill of Lading | Ocean Bill of Lading issued by the shipping line |
| Certificate of Origin | Standard CO for general goods; applicable FTA certificates for preferential tariff treatment |
| ECTN/BESC | Mandatory—must be completed prior to shipment |
| Inspection Certificate | Food, chemical, and certain other products require official inspection reports |
| Dangerous Goods Declaration | If cargo contains hazardous materials, MSDS and dangerous goods packaging certificate are required |
Dangerous Goods and Special Cargo Requirements
If your cargo is classified as dangerous goods (e.g., lithium batteries, chemicals), additional documentation is required:
MSDS (Material Safety Data Sheet)
UN38.3 Test Report (for lithium batteries)
Dangerous Goods Packaging Certificate (Performance Certificate + Usage Certificate)
The Mozambique Maritime Authority (INAMAR) enforces strict regulations on dangerous goods imports, requiring advance special permits.
Choose the right port: Southern cargo → Maputo; central region and inland transshipment → Beira; northern cargo → Nacala.
Prefer direct routes: South China ports (Shenzhen, Guangzhou) offer the fastest transit times; Northern China can use Tianjin direct services; Jiaxing Port also launched a direct Beira route in 2025.
Mandatory ECTN certification: This is the golden rule for Mozambique customs clearance—all shipments to Mozambique must obtain the ECTN/BESC electronic cargo tracking note.
Clarify FCL vs. LCL selection: Choose FCL for cargo volume >18m³ for better transit times; choose LCL for smaller volumes, but always confirm all cost details.
Factor in seasonal conditions: During the Indian Ocean monsoon season (November–April), allow an additional 3-7 days of buffer time.
Partner with experienced logistics providers: Given Mozambique’s unique clearance requirements, choose a logistics service provider with in-house customs clearance teams in Maputo or Beira and established local networks to ensure end-to-end control.

Break Bulk Vessel is a type of cargo vessel designed to transport non-containerized cargo. They are widely used for oversized, heavy, irregular-shaped, and project cargo that cannot fit into standard containers.

In Ro-Ro shipping, high and low deck space prices are the core factors determining the transportation costs of vehicles/construction machinery. Many shippers overpay for bookings because they are unclear about the distinction between high and low deck space and the pricing logic. Let’s explain clearly: what high/low deck space is, how much the price difference is, and how to choose the most cost-effective option.

Vietnam is rapidly emerging as a new engine for manufacturing in Southeast Asia, driving sustained growth in demand for liquid chemicals across industries such as coatings, adhesives, textile auxiliaries, and industrial cleaners. Data shows that China’s chemical exports to Vietnam consistently rank among the highest, with liquid products (e.g., ethyl acetate, polyether, water-reducing agents, hydrogen peroxide, etc.) accounting for a growing share.
However, the transport of liquid chemicals presents three major challenges: high packaging costs, significant maritime risks, and stringent customs clearance requirements. How can cross-border transportation be both economical and efficient while ensuring safety? For most non-hazardous or low-risk liquid chemicals, the Flexitank is currently the most cost-effective solution for exports from China to Vietnam.
