What does a freight forwarder do?

Many buyers around the world are expanding their businesses and choosing the Chinese market to source high-quality products. After completing an order with a factory or trading company, they typically use the following trade terms: EXW, FOB, CIF. Let’s look at who will be responsible for shipping costs under these terms.
First, we check what the different Incoterms are and who will arrange the international shipping services.

| EXW | Ex Works (EXW) is a term used to describe the delivery of goods to a designated location at the place of business, usually in their factory, office or warehouse. In this case, the buyer needs to arrange factory pickup and international transportation. The buyer can choose the shipping agent to arrange factory to home delivery. | 
| FOB | Free one pallet means that before the goods arrive at the ship, the seller will arrange local delivery to the port, clear customs until the goods are loaded on the ship, and then transport them by sea or air. The buyer’s country will clear customs and the freight will be paid by the buyer. | 
| CIF | The cost plus insurance and shipping are all paid by the seller, and the seller will arrange international shipping in this issue. | 
| DAP | Delivered at Place (DAP) is an international trade term used to describe a transaction in which the seller agrees to pay all costs and assume any potential losses of moving the goods sold to a specific location. This also involves the seller arranging international logistics services to the buyer’s address. | 
So if the terms are CIF and DAP, the seller will work with the logistics agent to arrange the transportation services. If the terms are FOB or EXW, the buyer will need to procure a freight forwarder to arrange the logistics services.
What does a freight forwarder/freight agent do?

- If your term is EXW, the freight forwarder will arrange to pick up the goods from the seller’s factory.
 - After selection, the goods are sent to the seaport or airport for customs clearance in China. The documents required for customs clearance include invoices, packing lists, and customs declarations. Some products require commodity inspection. The following are commonly inspected products.
 
Clothing
- Woven garments generally require commodity inspection, with the exception of baby clothes and sports suits.
 - Knitted garments with wool or rabbit hair content exceeding 50% need to be inspected. Generally, no inspection is required.
 
shoe
1) Ordinary shoes, such as PU shoes, PVC shoes, plastic shoes, cloth shoes, leather shoes, artificial leather shoes, slippers, etc. need to be inspected.
2) Ice skates, roller skates, baby shoes and medical shoes do not require commodity inspection.
lamp
- Light bulbs, lamp tubes, lamp holders, chandeliers, wall lamps, ceiling lamps, table lamps, floor lamps, etc. all require commodity inspection.
 - Stage lights, street lights, spotlights, night lights, decorative lights, and lights without lighting functions do not require commodity inspection.

After customs clearance, flights or ships can be arranged to start transportation to the nearest seaport or airport of the consignee’s address.
- After arriving at the seaport or airport, you will need to arrange for import customs clearance. The documents usually required are a packing list, an invoice, and some products may require a CO (Certificate of Origin), while others may require a Form A. Different countries have different requirements for different products.
 - After customs clearance at the destination is completed, the customs can arrange for a local logistics company or self-driving car to pick up the goods. They pick up the goods with a bill of lading (B/L) if it is shipped by sea, and an air waybill (AWB) if it is shipped by air.
 - If FOB terms, the seller will send the goods to the airport or seaport and arrange the customs clearance process in China. So the buyer will arrange sea/air shipment, customs clearance at destination and pick up the goods at home.

If you ask the seller to select a freight forwarder for you instead of working directly with a freight forwarder, you will receive a secondary freight quote.
